Abstract:Large theme park projects are characterized by specific complexity, density and high risk. Taking safety management measures and controlling construction risks is an effective way to improve project safety management. Safety work permit is a kind of risk control method and means used in safety management. Based on the characteristics of large theme park construction, this paper proposes the types and contents of safe operation permits, management responsibilities, implementation procedures, and control points, and applies the management model to a practical project. The study shows that the safe operation permit management model can effectively control the construction risks and operational safety of large theme parks. The safe operation permit tickets for general work, hot work, lifting equipment, and lifting operations are the most commonly used in project construction and are the focus of control. The common problems in the practice of safe operation permit management are mainly related to inadequate safety measures, discrepancies between actual operations and planned operations, difficulties in managing cross-regional and cross-construction operations, and weak responsibilities of managers. Improving management effectiveness and level by clarifying the principles of construction operations, increasing promotion and education efforts, and paying attention to dynamic process management can help to address these common problems.
