    项目效益及投资风险评价对用户侧储能项目投资决策至关重要。为了评估储能项目在不同场景下的经济可行性,本文构建了用户侧储能项目的建设模式、成本构成及收益来源,构建了基于“成本-收益分析法”的经济效益评价指标体系,并引入“敏感性分析法”量化关键风险因素对经济指标的影响,进而识别出项目风险并制定对策。以某钢铁企业用户侧储能项目为例,测算了度电成本、投资回收期、净现值及内部收益率等指标。结果表明该项目各项经济指标均满足行业基准要求。在此基础上,进一步开展了敏感性分析及盈亏平衡分析,并根据分析结果制定了风险应对对策。本文成果可为同类用户侧储能电站的投资决策提供参考。

    Abstract:

    Project benefit and investment risk analysis are crucial for investment decisions in user-side energy storage projects. To evaluate the economic feasibility of energy storage projects under different scenarios, this paper examines the construction models, cost structures, and revenue sources of user-side energy storage projects. An economic benefit evaluation index system based on the "cost-benefit analysis method" is developed, and a "sensitivity analysis method" is introduced to quantify the impact of key factor variations on economic performance, thereby identifying project risks and proposing countermeasures. Taking a user-side energy storage project at a steel enterprise as a case study, indicators such as levelized cost of energy (LCOE), payback period, net present value (NPV), and internal rate of return (IRR) are calculated. The results show that all economic indicators meet industry benchmark requirements. On this basis, further sensitivity analysis and break-even analysis are conducted, and risk prevention and control measures are formulated based on the analysis results. The findings of this paper can serve as a reference for investment decisions in similar user-side energy storage power stations.
